Assistant Engineer- Public Health

The Westchester County Department of Health is recruiting for an Assistant Engineer (Public Health). Under general supervision, a successful candidate in this class performs public health engineering work relating to wastewater disposal, sanitary sewage systems, individual water supplies, air pollution and solid and hazardous wastes to ensure compliance with Westchester County, New York State Departments of Health and Environmental Conservation regulations for the protection of the public and the environment.

The successful candidate applies engineering principles for the detection, evaluation, control and management of those factors in the environment which influence public health. The Assistant Engineer also reviews and evaluates applications for proposed wastewater or water system projects and plans for subdivision of land parcels, inspects sites to verify compliance with related codes, investigates and monitors public health issues relating to land development programs, prepares written reports of investigative findings and consults with numerous professionals and regulatory agencies to coordinate project efforts.

This is the full-performance level of the Engineering series where incumbents are expected to use independent judgment in performing work on projects of considerable size or on several smaller projects. Does related work as required.

Examples of Work Include but Not Limited to:

Conducts on-site inspections and investigations of public water supplies, sewage systems, public and individual wastewater disposal systems, major pollution sources, and solid and hazardous waste sources to verify conformity with local and state regulations, permits, plans and guidelines;

Reviews residential, commercial and industrial water supplies, wastewater disposal systems, and air pollution control systems to ensure conformance with related regulations and to advise on soil characterization, drainage ability, topography and usable area feasibility;

Reviews and evaluates projects, plans and proposals to determine if designs satisfy regulatory standards to protect the public and environment;

Prepares written engineering reports outlining investigative findings, recommendations and engineering calculations and criteria;

Investigates public health hazard complaints (i.e., sewer main breaks, sewer overflows, unpermitted air pollution sources, waste disposal procedures) and prepares inspection reports of findings;

Issues notices-of-violations for non-complying parties and provides expert testimonies as required;

Required Qualifications: A Bachelor’s Degree* in Engineering and two years of experience where a primary function of the position was engineering in a public health, sanitary, environmental or chemical field.

Substitution: (1) Current recognition as a Public Health Engineer Trainee or Junior Engineer by a state or political subdivision of the United States may be substituted for one year of the required experience. (2) Thirty credits toward a Master’s Degree* in Public Health Engineering, Sanitary Engineering, Environmental Engineering, Chemical Engineering, Mechanical Engineering, Public Health or Civil Engineering with a sanitary option such as Environmental Engineering or Public Health, may be substituted for two years of the required experience.

Special Requirements: Possession of a valid license to operate a motor vehicle in the State of New York will be required at time of appointment and maintain same while in the title.

NOTE: This is a Civil Service position that will require the successful candidate to be appointed from a list of eligible candidates, following examination.

Successful candidates will perform public health nursing activities that focus on population health through continuous surveillance and assessment of the multiple determinants of health with the intent to promote health and wellness, prevent disease, and improve the overall quality of life for individuals, families and community groups. Duties & Responsibilities
Job Description
1. Conducts initial screenings and assessments of patients, and performs ongoing toxicology screenings to obtain pertinent information about SUD and Co-Occurring Disorder (COD) and develop psycho-social histories of patients to identify and isolate potential SUD and other specific patient problems; formulates appropriate diagnostic impressions; prepares accurate screening, intake, and assessment reports.
2. Facilitates and/or co-facilitates individual, group, and family counseling for patients admitted to an SUD treatment program, provides psycho-education, and conducts skills training classes.
3. Makes decisions and maintains required records regarding appropriate Level of Care (LOC) using patient criteria tools, such as LOC for alcohol and drug treatment referral (LOCADTR), a patient placement criteria system, to ensure that a patient in need of chemical dependence services is placed in the most clinically appropriate level of care.
4. Develops and continually monitors treatment/recovery plans in collaboration with patients and multidisciplinary team members, including establishing short-term and long-term treatment goals, objectives, and specific interventions. Initiates discharge planning criteria, accurately records treatment plans that are consistent with established standards and applicable administrative rules, and documents treatment outcomes using accepted methods and instruments.
5. Participates in the evaluation of treatment progress and monitoring of patients' recovery plans. Prepares and maintains confidential case records and files and records progress of patient in relation to treatment goals and objectives.
6. Participates in relevant staff meetings and discussions and documents services provided in case records and files in a timely and accurate manner and in compliance with all applicable standards to ensure appropriate reimbursement.
7. Discuss financial responsibility with patients in the case of outstanding bills and provides money management assistance.
8. Provides orientation to new patients, patients' families and significant others, to familiarize them with the program's rules, goals, procedures, services and expectations over the course of treatment; establishes and maintains relationships with patients' families and significant others, and provides support by ensuring appropriate referrals, identifying service gaps, expanding community resources and helping to address unmet needs.
9. Coordinates and provides case and care management services and activities that integrate supportive services, agency, professional and/or community resources in a planned framework of action, which address a patient's mental, physical, and/or behavioral needs in order to achieve the patient's established goals.
10. Provides crisis intervention and support by responding to and following through in crisis situations and seeks additional assistance in the management of crisis situations, when needed.
11. Acts as a liaison and advises staff of patient needs with regards to job training, housing, and education programs; may advise patient on job, education, or drug treatment programs, and may make field visits to community services.
12. Conducts outreach activities and provides advocacy designed to educate staff and communities on substance abuse, substance use disorder, addiction, prevention, and availability of services.
13. Participates in and/or completes internal/external quality assurance/performance improvement (QA/Pl) activities, programs, trainings, and related mandated health care events, as required.
14. Holds and maintains required certification(s) and completes required continuing education; submits appropriate documentation within an established timeframe. Complies with NYC Health + Hospitals policies and procedures and applicable local, state, and national requirements and guidelines.
15. Performs other related duties, as directed.


Minimum Qualifications
Any individual working in a NYS Office of Addiction Services and Supports (OASAS)-Certified Treatment Program or newly-hired into the System in the title of Addiction Counselor in a NYC Health + Hospitals health care setting must have proof of completion of OASAS “Supporting Recovery with Medications for Addiction Treatment (MAT)” training.
For Assignment to Level II
1. Valid CASAC - Level 1 Certificate issued by OASAS; and one (1) year of full-time, progressively responsible experience performing SUD assessment, treatment planning, individual and group counseling, case and care management and other functions related to SUD prevention and treatment in a SUD treatment program; or
2. Is otherwise considered a QHP, as described in “2” of Qualification Requirements for Level I above, and has one (1) year of full-time, progressively responsible experience performing SUD assessment, treatment planning, individual and group counseling, case and care management and other functions related to SUD prevention and treatment in a SUD treatment program; or
3. Satisfactory equivalent of education, training, and experience. However, all must have a CASAC Level 1 Certificate issued by OASAS or meet the definition of a QHP as described in “2” above.

Nurse Practitioner

Provides services for the congestive Heart Failure (HF) program to include inpatient HF consultation and care coordination, assure guideline directed care and HF metrics are met, improve efficiency and effectiveness of care. This will lead to earlier discharge, less readmission. increasing outpatient volume of care and expanded access to coordinated and specialized heart failure care.

-Coordinate care amongst physician team, Nutrition, Pharmacy, SW-CM team, Palliative and Nursing to ensure adequate education for patient and care-taker empowerment
